Synopsis 01: Mazgaon Dock Limited
Mazagon Dock Ltd. (MDL) is a premier shipyard in the public sector. Once famous for its ship repairs and ship building activities for the shipping companies around the world, its ship building division now caters primarily
to the ship building and ship repair needs of the Indian Navy & Coast
Guard; though, it also undertakes new construction & repairs of merchant ships for the shipping companies, port trusts and various foreign clients.
Its offshore division caters to the requirements of ONGC- another public
MDL has history spanning across centuries and has seen twists and turns
in offering its services over this long period. As a result the company workmen acquired variety of skills and the unique trades into which they are organized grew to over 125. So also, earlier policies (pre-eighties) witnessed their employee number rising to around 14,000 workmen and abut 1,700 staff in late eighties. With new options springing-up - like new port trust near Mumbai and change in policy - management of MDL had thought of evaluating jobs of its employees and assessing its manpower needs.
The study team applied varied work measurement techniques and conducted thorough interviews of the relevant personnel before arriving at the conclusions. The progress was being reported to the company management on monthly basis.
After eight months of data collection and another couple of months of analysis the study team could suggest new categories for the workmen reducing the unique trades to below 35 and could show that around 5,000 employees could be meaningfully deployed with various new options.
